Vienna, Austria - The Partnership for Peace Consortium (PfPC) marked a significant milestone with the successful conclusion of the Regional Stability in the South Caucasus Study Group’s (RSSC SG) Editorial Meeting, held in Vienna, Austria, on Nov. 15-16, 2023. This gathering brought together over 22 experts and academics from 14 countries, fostering a collaborative environment for addressing regional security challenges. The meeting was a joint effort involving prestigious organizations like the Austrian National Defence Academy and the European Geopolitical Forum, dedicated to developing the handbook “Building Resilience against Human Security Threats and Risks: From Best Practices to Strategies,” following the success of their previous publication.

Comprehensive Approach to Security and Resilience.

The focus of the meeting was the development of a handbook that aims to synthesize current best practices in managing human security threats into effective strategies and policies. This handbook is intended to provide guidance at various levels, from regional to sub-national, incorporating insights from civil society, local communities, and businesses. It covers a wide array of critical domains, including environmental and ecological issues, communication, transportation, free trade, water resources management, energy security, food security, health and medical security, demographic challenges, cybersecurity, and information security. The goal is to establish a shared vision and comprehensive goals for the next 5-10 years, enhancing understanding and management of common security threats.

The Way Forward: Educating and Influencing Future Leaders.

As the third editorial meeting deduced, the Study Group is on track to complete the handbook, slated for publication in the second half of 2024 by the Austrian Ministry of Defence in cooperation with the PfPC. This handbook is poised to be a valuable resource for students, faculty, policymakers, businesses, and civil society organizations, contributing significantly to building knowledge and strategies in the realm of human security. This initiative underscores the commitment of the PfPC to equip current and future leaders with the tools necessary for fostering lasting peace and stability in the South Caucasus and beyond.
